Charges have been filed against Howard Devon Ruffin, 39, in connection with the fatal shooting of a 32-year-old woman at an apartment complex on Willow Place Drive North yesterday morning.
Ruffin, the victim’s boyfriend, has been charged with murder in the 180th State District Court. HPD officers responded to a shooting call and found the woman unresponsive with gunshot wounds. She passed away at the scene and the shooter fled.
HPD identified Ruffin. Ruffin turned himself in and provided a statement to detectives. He has been booked into the Harris County Jail.
Our prayers go out to the victim and her four children. Her two smaller children were home when this tragedy took place and the oldest were at school. Now there are four children with no mother because of someone’s cowardly actions.
