The child you see in this video is 10 years old and was diagnosed with Hydrocephalus at age 3. He has a vp shunt inside head on right side behind ear and suffers speech impairment and has learning disabilities. We just received this video so we are working on trying on getting more information. As of right now, there have been no consequences for the teacher.
