Update in the Murder of Arturo Pecina-Rodriguez.
His brother-in-law, Samuel Ibarra-Cleto who had fled the scene, has now been arrested.
On February 7, 2022, Harris County Sheriff’s Office deputies responded to a shooting in the 5800 block of Elberta, near Hirsch Road and E. Mount Houston Road. Arturo Pecina-Rodriguez was found with multiple gunshot wounds and was pronounced deceased at the scene.
Detectives determined Arturo and Samuel had been feuding for several weeks. Investigators say Samuel allegedly fired multiple shots at Arturo before fleeing.
Samuel was charged with Murder, but the warrant remained active for years.
In September 2025, Samuel was arrested in Mexico. The Harris County Sheriff’s Office Violent Criminals Apprehension Team (VCAT) assisted with his transfer. He has now been booked into the Harris County Jail.
