3 Dogs Rescued From Cold, 1 Found Dead in Harris County Cruelty Investigation
Three malnourished and shivering dogs were rescued from the cold by Constable Pct. One Animal Cruelty detectives in coordination with the Houston SPCA, and the remains of a fourth dog who died were recovered as part of an ongoing animal cruelty investigation, Harris County Constable Precinct One Alan Rosen announced.
“With animal ownership comes animal responsibility,” Constable Rosen said. “This did not need to happen.”
Two of the dogs found alive were illegally chained by the necks on a lot in the 10000 block of Safeguard, and another was kept in an open horse trailer.
The dead dog, who showed signs of extreme malnourishment, also had a chain tether.
The dogs were rescued Sunday, are now in the custody of the Houston Society for the Prevention of Cruelty to Animals. Constable Precinct One’s Animal Cruelty Unit continues its investigation.
A necropsy will determine if exposure to the elements was a factor in the dog’s death. Investigators will present evidence to prosecutors to determine if criminal charges are warranted.
The Safe Outdoor Dogs Act prohibits the use of heavy chain restraints and requires dogs have access to drinking water and protection from extreme temperatures. Also, a tether must be at least 10 feet long or five times the length of a dog.
