The Sugar Land Police Department and Animal Control Office is asking for your assistance in identifying this woman who abandoned a small lab puppy by the lake near Gillingham Lane on December 9th around 12:20pm. As seen in these images, she was wearing a reflective UPS vest and driving a blue Mazda with temporary tags on it.
